The selection of candidates for the boards of municipal-owned enterprises is not always sufficiently objective and transparent, and mayors are granted exceptionally wide discretion in deciding on the formation of commissions and the selection of candidates, according to an analysis of the formation of 40 enterprise boards across 16 municipalities conducted by the Special Investigation Service (STT).
